State Process Lab on Aadi Karmayogi Abhiyan Held Across Meghalaya

Shillong, October 8 : The State Process Lab on Aadi Karmayogi Abhiyan was organized by the Ministry of Tribal Affairs (MoTA) in collaboration with the Bharat Rural Livelihood Foundation (BRLF) and the State Rural Employment Society (SRES) from 23rd to 26th September 2025. The training was conducted simultaneously in Tura and Shillong, with 61 District Master Trainers participating in the four-day programme.

The inaugural session, held on 23rd September, was graced by V. Deka, IAS, Director, Ministry of Tribal Affairs, who joined the event via video conference. Other dignitaries included Sibhi Chakravarthy Sadhu, IAS, Secretary, Community & Rural Development (C&RD) Department, Meghalaya; Aiban Swer, Director, Meghalaya Basin Development Authority; and Laraphunlin Diengdoh, Joint Mission Director, SRES.

In her address, Deka provided an overview of the Aadi Karmayogi Abhiyan, explaining its objectives, strategy, and rollout plan. She emphasized the campaign’s focus on strengthening the capacity of tribal communities through structured training, participatory planning, and improved service delivery mechanisms.

Sibhi Chakravarthy Sadhu, IAS, welcomed the participants and outlined Meghalaya’s implementation roadmap. He detailed the phased approach—beginning with the State Level Orientation, followed by State, District, and Block Process Labs, culminating in Village Action Plans for all 1,437 DAJGUA villages. He further highlighted the identification of Adi Seva Kendras, Adi Sahayogis, and Adi Saathis at the village level as key to ensuring localized delivery of the programme’s goals.

The State Process Lab featured sessions on ethics, goal setting, teamwork, leadership, and public management, along with modules on convergence matrix, theory of change, and actionable planning. The programme sought to strengthen the role of Aadi Karmayogis in promoting effective governance and community-led development, aligning with the national vision of Viksit Bharat 2047.

Following the State Process Lab, a one-day District Level Orientation and a three-day District Process Lab will be organized in all 12 districts of Meghalaya. These will be succeeded by Block Level Orientations across 53 blocks. The next phase will focus on community mobilization, including the preparation of Village Vision Plans, village maps, and Village Action Plans.

Earlier, on 22nd September 2025, a State Level Orientation Programme was held at the Main Secretariat, Shillong, chaired by Sibhi C. Sadhu, IAS, Secretary to the Government of Meghalaya and Mission Director, SRES. The session reviewed Meghalaya’s progress under the Aadi Karmayogi Abhiyan, including the training of seven State Master Trainers and the nomination of 441 Master Trainers from multiple line departments.

The Secretary urged all departments and Deputy Commissioners to ensure full cooperation in implementing the initiative. Officers from departments such as Forest & Environment, Health & Family Welfare, Arts & Culture, Social Welfare, PHE, and Education participated, along with Deputy Commissioners and other officials who joined virtually.

To support the State’s implementation, the Ministry of Tribal Affairs has sanctioned ₹48.41 lakh for targeted districts under the Aadi Karmayogi Abhiyan.
