Govt. Constitutes Inquiry Commission into East Jaintia Hills Coal Mine Incident

Shillong, February 16 : The Government of Meghalaya has constituted a Commission of Inquiry to investigate the coal mine incident that occurred on February 5, 2026 at Mynsngat-Thangsko village in Khliehriat, East Jaintia Hills district.

The notification, issued by the Home (Political) Department under orders of the Governor, stated that the inquiry has been ordered considering the larger issues arising out of illegal coal mining and the consequent loss of human life.

The Commission will be headed by retired Justice R.S. Chauhan as Chairman, with H. Nongpluh, IPS (Retd.) and P.S. Dkhar, IAS (Retd.) serving as members.

The Commission has been tasked to:

  • Examine the circumstances leading to the February 5 incident at the coal mine in Mynsngat-Thangsko village
  • Conduct a comprehensive fact-finding inquiry into acts or omissions of persons or authorities involved, including any failure to prevent the incident
  • Investigate the root causes of illegal coal mining in the state and working conditions of labourers and miners
  • Recommend administrative and institutional reforms to prevent recurrence
  • Suggest financial packages or rehabilitation schemes for affected livelihood groups
  • Advise whether the state should approach the President of India for any legal relaxation or modification related to mining laws in view of traditional mining practices

The Commission will conduct proceedings in Shillong unless otherwise directed and has been empowered under provisions of the Commission of Inquiry Act, 1952. It may seek assistance from officials and experts as required.

The panel has been directed to submit its findings and recommendations to the State Government within six months from the date of notification.

Expenditure for the inquiry will be borne by the Mining & Geology Department of the Government of Meghalaya.
