Relief for Ad Hoc Employees, New PF Scheme for Private Institutions Approved

Shillong, April 01 : The Meghalaya Cabinet, in its latest meeting, approved a series of significant decisions aimed at strengthening employee welfare, streamlining governance, and boosting economic competitiveness in the state. The Cabinet approved measures to address long-standing issues related to seniority, promotions, and pension benefitsof regularised ad hoc employees.

Ad hoc appointments made prior to 2007 had earlier been regularised, but confusion persisted regarding pension calculations—whether based on regularised posts or subsequent promotions. To resolve this, the Cabinet has granted a one-time condonation, allowing eligible employees to receive salary and pension benefits based on their promoted posts, provided promotions followed due procedures.

The Cabinet approved the Meghalaya Non-Government School & College Employees Centralised Provident Fund Scheme, 2026. Despite mandatory contributions by employees, there was previously no structured mechanism to manage the funds. With this approval, employees of non-government schools and colleges will now benefit from a secure and organised Provident Fund system.

In a move to promote cleaner energy and attract investment, the Cabinet agreed to reduce VAT on methane gas used as CNG from 14.5% to 5%, aligning with other states. The decision is expected to encourage more agencies to set up operations in Meghalaya and create a competitive business environment.

The Cabinet also approved several important service rules, including Meghalaya State Allied Health Council Rules, 2026, Meghalaya Science & Technology Cell Service Rules, Meghalaya Integrated Economics & Statistics Service Rules, 2026 and Meghalaya Subordinate Integrated Economics & Statistical Service Rules, 2026. These are aimed at improving administrative efficiency and service delivery across departments.

The Cabinet approved the naming and renaming of several roads and localities, including: “Blessed Mother Teresa” Road renamed to “Saint Teresa Road”, “Rev Nichol’s Roy Road” renamed to “Rev J.J.M Nichols Roy Road”, PWD Road from Thorika Rabha to Nibari named “Utpal Rabha Road”, “Pasyih Garampani Road (P.G Road)” renamed to “Phramer-Shangpung-Saphai Road”, Road from Wahthapbru to Jaiaw Pdeng named “Dr. Friday Lyngdoh Road”.
