MUTA Urges Meghalaya CM to Bring SPF Teachers Under 6th Pay Commission, Ensure Timely Salary Payments

Shillong, October 13: The Meghalaya Unified Teachers Association (MUTA) on Tuesday submitted a representation to Chief Minister Conrad K. Sangma, demanding the inclusion of teachers under the Structured Pay Framework (SPF) in the upcoming 6th State Pay Commission, along with improved service conditions, medical benefits and timely payment of salaries.

In the representation, MUTA President Aristotle C. Rymbai and Secretary Nathaniel Edmund Nongrum urged the state government to address several outstanding grievances affecting thousands of teachers covered under the SPF. While appreciating the government’s introduction of the Structured Pay Framework as a significant step towards financial stability and recognition of teachers’ contributions, the association said several issues relating to their welfare, service conditions and rights remained unresolved.

MUTA said its demands were based on resolutions adopted during its Central Executive Committee meeting on September 4, 2026, and recommendations made during consultations with Education Department officials on September 16.

The association demanded that SPF teachers be formally included in the Terms of Reference and recommendations of the upcoming 6th State Pay Commission to ensure periodic salary revisions in line with inflation and changing economic conditions. It warned that excluding SPF teachers from the commission could create economic disparities in the future.

On service conditions, MUTA sought a uniform leave policy covering casual leave, sick leave, medical leave, earned leave and other applicable entitlements. It also demanded that maternity leave and related benefits be brought into conformity with relevant State and Central laws. Highlighting rising healthcare costs, the association urged the government to extend medical reimbursement facilities to SPF teachers or include them under the state’s health insurance framework.

MUTA also sought access to institutional loans, including housing, vehicle, education and personal loans, at interest rates and terms comparable to those available to regular government employees. The association further demanded a one-time special financial package for senior teachers who retired shortly before the implementation of the SPF and those with five years or less of service remaining. It said such a package would recognise their long years of service and compensate for their limited opportunity to benefit from the new pay structure.

Raising concerns over salary disbursement, MUTA urged the government to ensure that teachers under the Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) receive their salaries in a single instalment instead of partial payments. It also demanded that financial procedures be streamlined to ensure full and regular monthly salary payments, preferably on the first day of every month. The association stressed that timely payment of salaries was essential to safeguarding the right to life and livelihood with dignity, besides ensuring financial security for teachers and their families.

MUTA appealed to the Chief Minister for immediate intervention, issuance of necessary notifications and time-bound implementation of its demands. Expressing hope for a positive response, the association said prompt government action would provide much-needed relief to thousands of teachers across Meghalaya and acknowledge their contributions to the state’s educational development.
