Cabinet Approves Structured Pay Framework for Over 23,000 Teachers

Shhillong, February 05 : The State Cabinet has cleared the introduction of a Structured Pay Framework for teachers engaged on fixed pay under the Education Department, bringing long-awaited relief to thousands of educators. The reform will benefit around 23,099 teachers, including Adhoc and SSA teachers, who were previously governed by grant-in-aid arrangements and varied pay structures under Government of India guidelines.

For years, teachers had raised concerns over the absence of job security and the lack of a uniform salary system. Responding to these demands, the government held extensive consultations over the past six months with teacher associations before announcing its intent to implement the framework prior to Christmas. The new system will come into force from 1 April 2026 and is expected to entail an annual financial implication of ₹817 crore for the State. Structural and institutional reforms within schools will be finalized over the next 60 days to ensure smooth rollout.

In another key decision, the Cabinet approved 11 regulations aimed at improving governance and academic functioning at Captain Williamson Sangma State University. The measures seek to standardize operations and bring greater efficiency to the institution.

Key provisions include:

  • Introduction of a common academic calendar for undergraduate and postgraduate courses
  • Streamlined admission procedures and fee structures for postgraduate programs
  • Standardized course frameworks for master’s degrees
  • Discipline-specific regulations for Arts, Science, Commerce, Law, Library and Information Science
  • Uniform norms for the conduct of postgraduate examinations

Officials said the reforms would provide clearer administrative direction and enhance the academic credibility of the university.

The Cabinet also approved amendments to the Meghalaya Outstanding Sportsman Direct Appointment Policy along with draft service rules for direct recruitment of sportspersons.

Under the revised framework:

  • A special cadre will be created for medal winners from six recognized events, including the Olympics, National Games, and South Asian Games
  • The cadre will be individual-specific and position-based, ending with the retirement of the sportsperson to avoid affecting promotions of existing staff
  • The process for the 2% reservation for sportspersons has been formalized, with the Sports Department tasked to certify eligibility through an online application system
