Cabinet Clears Revised Pay Structure for SSA, Ad Hoc Teachers; Implementation from April 1, 2026

Shillong, December 19 : The State Cabinet on Friday approved a revised pay structure for SSA and ad hoc teachers, accepting the proposal placed by the Education Department in a move aimed at addressing long-pending concerns over salaries, career progression and job security.

According to the decision, a well-defined pay structure will now be introduced for SSA and ad hoc teachers, replacing the earlier flat salary system.

The Cabinet also cleared an annual increment mechanism, aimed at ensuring teachers do not remain stuck at the same pay level for long periods.

To address disparities where teachers with 15–20 years of service were drawing the same salary as those with one or two years’ experience, the Cabinet approved service-based pay categories. The base salary will now reflect years of service, with minimum increments assigned to each category.

The Cabinet further approved provisions to strengthen job security and employment stability for SSA and ad hoc teachers.

In addition, a Contributory Provident Fund (CPF) will be introduced to provide post-retirement financial security, with contributions from both the government and the teachers. The CPF will be managed through a dedicated society tasked with overseeing and administering the scheme.

The government said the decision fulfils its earlier commitment to conclude the process before Christmas. The revised pay structure will be implemented from April 1, 2026. Officials said the next three months will be used to finalise the implementation mechanism and complete required administrative procedures.
