Capacity Building Program Empowers Local Training Providers

Shillong, July 1 : The Meghalaya State Skill Development Society (MSSDS), operating under the ambitious Chief Minister’s Skills Mission, today launched a pivotal four-day state-level workshop for Local Training Providers (LTPs) at the Institute of Hotel Management (IHM) in Mawdiangdiang, New Shillong. This comprehensive capacity development program aims to fortify the state’s skilling ecosystem and align with Meghalaya’s Vision for FY 2025–26.

Chaired by Jagdish Chelani, IAS, Executive Director of MSSDS, the workshop, running from July 1st to 4th, 2025, is designed to empower LTPs, deepen their understanding of systemic processes, and foster greater integration across key thematic areas.

Chelani, while outlining the program’s vision, lauded the MSSDS team and expressed strong optimism for the workshop’s outcomes. He emphasized that the training would enable LTPs to identify crucial steps to enhance their trade expertise, thereby fundamentally transforming the state’s skilling framework. He also underscored the critical role of LTPs as “frontline agents” in improving the quality, relevance, and impact of skilling initiatives, urging them to proactively secure placement partners for their trainees.

A total of 119 empanelled training providers, representing 86 training institutes, are participating in the capacity-building sessions. These sessions are being conducted by the MSSDS Management team and key partners within the skilling ecosystem, including the Directorate of Employment and Craftsmanship Training (DECT), Indian Institute of Entrepreneurship (IIE), PRIME Rural, and Avenues. A key aspect of the program is the “cascading” effect, where these trained providers will, in turn, transfer their newly acquired knowledge and skills to grassroots beneficiaries, ensuring consistent knowledge dissemination at the community level.

Chelani highlighted that the CM Skills Mission is a strategic, outcome-driven initiative focused on enhancing utility and strengthening branding for wider impact. Its core objectives are:

  1. Elevating training quality to achieve national-level competitiveness.
  2. Expanding the scope and structure of skill development programs.
  3. Fostering robust institutional integration for sustainable outcomes.

The program is meticulously planned to strengthen the capacity of training providers to identify and address specific skill gaps at the block and village levels. It also aims to initiate targeted support mechanisms for youth both before and after training, under the revamped CM Skills Mission for the current financial year. This holistic approach is expected to contribute significantly to institutional strengthening at the state level, ensuring effective planning, delivery, and monitoring of high-quality, market-relevant training programs.
