CM Attends Closing Ceremony of 56th Annual Koch Conference in South West Garo Hills

Belbari, February 14 : Chief Minister Conrad K. Sangma attended the closing ceremony of the 56th Annual Koch Conference as the chief guest at Belbari in South West Garo Hills district on Friday. Betasing MDC Sanjay Koch was present as the Guest of Honour in the presence of Deputy Commissioner Anendya Raajsshre and other dignitaries.

The three-day conference, which began on February 12, concluded today with the participation of community leaders, delegates and members of the Koch community from across the region. During the programme, the Meghalaya Koch Association submitted a memorandum to the Chief Minister.

Addressing the gathering, the Chief Minister highlighted the rich diversity of Garo Hills, stating that the region is home to multiple communities with distinct cultures, traditions and religions. He emphasized that every community has contributed to the growth and development of the region while keeping the larger interests of the state at the forefront.

“In spite of our diversity, we belong to the same state and the same country, and this unity in diversity is our greatest strength,” he said, reiterating that the Government has always followed an inclusive approach and remains committed to respecting and supporting all communities.

He stated that the Government has consistently extended assistance to various communities for infrastructural development, cultural promotion, preservation and exchange programmes.

Acknowledging the challenges faced by minority communities, he said the Government understands their concerns, adding that while the Garos, Khasis and Jaintias form the majority within the state, they are minorities at the national level, making it important to safeguard the interests of every group.

Referring to issues raised in the memorandum, the Chief Minister spoke about the proposal concerning the inclusion of the Koch language and assured that the Government would examine the matter carefully. He noted that the state is home to several communities, including the Hajongs, Rabhas, Koch and Maans, and stressed the need to consider the aspirations of all groups while building consensus through dialogue.

Addressing concerns regarding the use of Garo and Khasi languages in District Selection Committee examinations, he clarified that since Garo and Khasi are Associate Official Languages, a basic proficiency requirement is necessary to ensure effective communication and public service delivery. However, he reassured candidates, stating that the DSC examination for a particular post will not be conducted entirely in Garo or Khasi and that there will be only one qualifying paper in Garo or Khasi depending on the district to which candidates apply.

The Chief Minister also encouraged Koch youth to take advantage of opportunities such as the Chief Minister’s Research Grant to further their academic and professional aspirations. Responding to additional requests from Koch student and women’s organizations, he assured that these would be considered on a case-by-case basis depending on specific needs and requirements.

The memorandum submitted by the Association highlighted several demands, including approval for introduction of the Koch language as a medium of instruction at the lower primary level in Koch-inhabited areas under the National Education Policy 2020 to preserve the endangered language and improve educational outcomes.

It also sought temporary relaxation of language proficiency requirements in public employment and educational admissions for members of the Koch community until adequate educational infrastructure is established.

Further, the memorandum requested appointment of traditional village heads as chairpersons of Village Employment Committees in plain areas to strengthen grassroots implementation of rural development programmes.

It also called for urgent sanction for extension and safety strengthening of the Koch Boys’ Hostel at New Tura, including construction of retaining and protection walls, and establishment of a meeting-cum-cultural hall at Belbari to promote community and cultural activities.

The programme concluded with musical and cultural performances celebrating the rich heritage of the Koch community in Meghalaya.
