Shillong, September 10 : The Meghalaya Cabinet, chaired by Chief Minister Conrad K. Sangma, today approved a series of major decisions ranging from excise reforms to power sector inquiries and key administrative appointments.
The Cabinet approved amendments to the Meghalaya Excise (Amendment) Rule, 2025, including Re-classification of IMFL (Indian Made Foreign Liquor) brands, introduction of a General Brand category, Revision of ad valorem on beer, Amendments to rules 44(12), 372(1)(b), 373, 374, Introduction of new rules 41A and 71A
These changes aim to make liquor pricing more competitive with neighboring states and align rates with market realities. The government projects an additional ₹90 crore in annual revenue through higher consumption and improved pricing structure.
The Cabinet accepted the Independent Inquiry Committee Report on procurement practices, AT&C losses, and human resource management of MeECL and its three subsidiaries. The Power Department has been directed to implement the recommendations. The report will be uploaded on the government website to ensure transparency and public access.
The Cabinet also approved the financial closure of the Saubhagya DDUGJY/Additional Infrastructure Scheme, based on the final verification report submitted by MePDCL. The project’s physical closure had already been reported to the REC and central government agencies. Minor delays were addressed through multiple verification rounds before final approval.
To maintain compliance with central laws, the Cabinet cleared minor amendments to the Meghalaya Electronics Processes (Issuance, Service and Execution) Rules, 2025. The changes are primarily nomenclature and procedural updates with no major policy impact.
The Cabinet approved the appointment of D. P. Wahlang (IAS) as Chairman (post-superannuation) and Dr. Mihshwa Tyngkan (Retd.) as Member of Meghalaya State Food Commission.
