Shillong, November 4: The Khasi Students’ Union (KSU), Mawprem Circle, has urged East Khasi Hills Deputy Commissioner Abhilash Baranwal to ensure strict enforcement of rules and regulations governing the use of firecrackers during Diwali celebrations, particularly in the Mawprem locality, to prevent noise pollution and public disturbance.
In a letter submitted to the Deputy Commissioner on Wednesday, the Union called upon the district administration to issue necessary instructions to the police and other concerned departments to ensure that Diwali celebrations are conducted peacefully without causing inconvenience to residents. While acknowledging the religious and cultural significance of Diwali, the KSU maintained that celebrations should not compromise public peace, health and environmental protection.
The Union expressed concern over the excessive bursting of firecrackers, stating that loud explosions could cause distress and discomfort to children, senior citizens, patients and individuals sensitive to loud sounds. Referring to the directions of the Supreme Court of India, the KSU pointed out that firecrackers should be burst only between 8 pm and 10 pm, subject to any subsequent orders or specific directions issued by the competent authorities.
The Union also stressed that only firecrackers complying with prescribed legal and environmental standards should be permitted, particularly those adhering to the permissible noise limits of 125 dB(AI) or 145 dB(C) Peak, measured at a distance of four metres from the point of bursting. It further urged the district administration to closely monitor the sale, distribution and use of firecrackers to prevent the circulation of prohibited or non-compliant products.
The KSU called for strict implementation of the prescribed time restrictions and appropriate action against individuals found violating the regulations. It also sought public awareness campaigns highlighting the harmful effects of noise and air pollution caused by firecrackers, along with adequate monitoring and enforcement measures, particularly in Mawprem.
The Union expressed hope that the authorities would ensure that Diwali remains an occasion of happiness, peace and goodwill without causing unnecessary discomfort or inconvenience to the community.
