Meghalaya Assembly Building Project Under Scrutiny: Speaker Vows Quality and Timely Completion

Shillong, June 13 : The construction of Meghalaya’s new Assembly building at Mawdiangdiang is under intense review, with Speaker Thomas A. Sangma today convening a high-level meeting to meticulously assess its progress and strategize for timely completion without compromising on quality. The crucial meeting took place at the Conference Room of the Assembly Secretariat, Khyndailad.

The gathering saw the presence of a formidable lineup of state dignitaries, including Chief Minister Conrad K. Sangma, Deputy Chief Minister in charge of Parliamentary Affairs and PWD (Buildings) Prestone Tynsong, and Deputy Chief Minister in charge of Urban Affairs Sniawbhalang Dhar. Also in attendance were Chief Secretary D.P. Wahlang, Dr. Vijay Kumar D (IAS, Commissioner & Secretary, Finance & Planning), Cyril Diengdoh (IAS, Commissioner & Secretary, Parliamentary Affairs), Secretary PWD, Chief Engineer PWD Building, Technical Adviser, and other key officials.

From the Meghalaya Legislative Assembly Secretariat, Commissioner and Secretary Andrew Simons and Secretary Malthus S. Sangma participated, alongside representatives from various critical departments including PWD, Planning, Finance, Urban Affairs, and Parliamentary Affairs, as well as technical and engineering personnel. The discussions focused on evaluating current progress, identifying existing challenges, and formulating coordinated efforts to ensure the swift and successful completion of the landmark legislative complex.

Briefing the press after the extensive review, Speaker Thomas A. Sangma emphasized the administration’s dual commitment. “This was a review meeting to assess the ongoing work,” he stated. “We have taken steps to ensure completion within the scheduled time frame, but we are equally committed to maintaining the quality and standard of construction. We cannot afford to rush and compromise.”

Highlighting the intricate nature of the project, the Speaker explained, “The Assembly building is not a straightforward construction project. With multiple systems—including security, audio-visual, acoustics, interiors, and carpeting—involved, we cannot rely on a single vendor. Various vendors must work in tandem, and we’ve agreed that they must coordinate and supplement each other throughout.”

When queried about the project’s timeline, Sangma affirmed that the team is currently operating within the planned schedule. However, he acknowledged potential unforeseen circumstances. “We are still on track, but unexpected factors may arise,” he cautioned. “We’re particularly careful about security and acoustics. For example, a brief shower today revealed roof noise issues, which we are determined to resolve. We’re also bringing onboard more subject experts to address these challenges effectively.”

To accelerate the work, the Speaker revealed, “We’ve requested that vendors operate on a three-shift basis to expedite work without compromising standards.” Despite this push, he noted, “designers and contractors estimate they may need six to eight more months to finish.”

Regarding the financial aspects, Sangma assured the public that the project has, so far, remained within its sanctioned budget. “So far, we have not deviated from the sanctioned budget,” he confirmed. While acknowledging that “additional spending can’t be ruled out,” he reiterated the commitment to “striving to stay within the original estimates.”

The Speaker concluded by reaffirming the Meghalaya Legislative Assembly Secretariat’s unwavering dedication to ensuring that the new building embodies the highest standards of safety, functionality, and integrated design.
