Shillong, September 5 : In a major step toward expanding global career opportunities for its youth, the Government of Meghalaya has signed a landmark Memorandum of Understanding (MoU) with ASEAN One Co. Ltd., Japan, through the Meghalaya State Skill Development Society (MSSDS).
The MoU, signed in Tokyo, is a direct outcome of Chief Minister Conrad K. Sangma’s official visit to Japan in April 2025, where he laid out a vision to create structured international pathways for Meghalaya’s young workforce.
The agreement will enable skill development and overseas placement for youth in key sectors such as healthcare, caregiving, hospitality, and IT, areas aligned with Japan’s workforce needs.
As part of the initiative, candidates will also undergo Japanese language and cultural integration training, equipping them to adapt seamlessly into Japan’s professional environment.
The program will begin with 500 candidates in the first year and expand to 5,000 youth placements within five years.
Speaking at the signing ceremony held at the Indian Embassy in Tokyo, Shakliar Warjri, Minister for Labour, Employment & Skill Development, Government of Meghalaya, said : “This MoU is not just an agreement—it is a gateway for our young people to access international careers while deepening the cultural and economic ties between Meghalaya and Japan.”
ASEAN One Japan, led by Chairman and CEO Mr. Toshiaki Nishikawa, has been at the forefront of building workforce mobility between India and Japan. Recently, Nishikawa also met Prime Minister Narendra Modi during the 15th India–Japan Annual Summit in Tokyo, underscoring alignment with the national vision of making India a Global Skill Hub.
The partnership reflects a shared commitment by Meghalaya and Japan to strengthen workforce mobility, create sustainable career pathways, and empower the next generation.
Officials said the initiative will not only provide jobs abroad but also foster cultural exchange and bring back knowledge and skills to benefit Meghalaya’s long-term growth.
