Mini Secretariat and Circuit House Inaugurated at Pynursla

Shillong, October 28 : In a major boost to administrative efficiency and public service delivery in East Khasi Hills, Meghalaya Chief Minister Conrad K. Sangma on Monday inaugurated the newly constructed Mini Secretariat and Circuit House at Pynursla.

The inauguration ceremony was attended by Deputy Chief Minister Prestone Tynsong, Chief Secretary Dr. Shakil P. Ahammed, Minister of Arts and Culture Sanbor Shullai, Sohra MLA Gavin M. Mylliem, Commissioner and Secretary CVD Diengdoh, Advisor HM Shangpliang, traditional heads, and several dignitaries.

Addressing the gathering, Chief Minister Sangma hailed the projects as symbols of the government’s commitment to balanced development and decentralized administration.

“The Mini Secretariat and Circuit House at Pynursla symbolize our government’s commitment to balanced development and decentralization of administration,” he said, adding that the initiative aims to bring governance closer to the people.

He emphasized the government’s focus on creating a “one-stop system” for citizens to access essential services without having to visit multiple offices. “Our goal is simple — efficient governance and service delivery at the doorstep of the people,” the Chief Minister said.

Citing author Shiv Khera, Sangma underlined the importance of innovation in governance. “When we started in 2018, the MGNREGS utilization was less than ₹500 crore. Today, it has touched almost ₹2,000 crore — not because of new schemes, but because we implemented things differently,” he stated.

He also highlighted the success of the Pradhan Mantri Awas Yojana, where the number of houses built annually has increased from around 5,000 to 1.5 lakh.

Explaining the concept, Sangma said, “The idea is simple — all departments at the Sub-Division level will function under one roof to deliver services faster and more efficiently.” He envisioned a future where citizens can submit documents at their local office and return within a week to collect them, without needing to travel long distances to the District Headquarters.

The Chief Minister expressed deep gratitude to Raid Shabong for donating the land for the project, calling it a historic gesture of community partnership.
“This is not just a piece of land — it is a message that communities and the government can work together for the greater good,” he said.

Sangma also praised Deputy Chief Minister Tynsong for his role in realizing the project, stating, “His constant push and commitment to his people made this possible. The finishing and quality of work are excellent.”

He further revealed that the government is considering adopting the Pynursla Mini Secretariat’s design as a standard model for future administrative buildings across Meghalaya.

Deputy Chief Minister Prestone Tynsong thanked the Chief Minister for prioritizing Pynursla in the state’s development plans. “This will go deep down into the history of Pynursla Civil Sub-Division,” he remarked, lauding the collaborative effort that made the project a reality.
