Shillong, October 15 : The Cabinet of the Government of Meghalaya met today and approved several key policy decisions spanning the health, education, municipal, and infrastructure sectors. The meeting was chaired by Chief Minister Conrad K. Sangma, and focused on measures aimed at ensuring fairness in employment, improving governance systems, and strengthening service delivery across departments.
In a significant decision, the Cabinet approved the regularisation of cadre under the Meghalaya Nursing Service for those appointed as Staff Nurses and Auxiliary Nurse Midwives (ANMs).
This move benefits nearly 1,000 nurses who were appointed on an adhoc basis against sanctioned posts before December 2007. Despite holding approved positions, these appointments had not been regularised until now.
The decision follows the precedent set in 2022, when the government regularised over 3,000 employees appointed on an ad hoc basis prior to 2008, in accordance with a Supreme Court ruling that allowed such regularisation under specific conditions.
By extending the same principles and procedures used in the 2022 regularisation, the Cabinet has ensured parity, fairness, and consistency in addressing long-pending employment issues within the healthcare sector.
The Cabinet also approved the Meghalaya State Education Commission Report 2025, following a detailed discussion on its key recommendations.
The Education Department has been directed to examine the proposals in depth and prepare a comprehensive implementation roadmap outlining actionable steps for reform.
Once the department finalises its recommendations, the Cabinet will take a final decision on the implementation strategy, signalling the government’s commitment to strengthening education systems, improving quality, and aligning with national education standards.
To enhance urban governance, the Cabinet approved the Organisational Structure and Staffing Norms for Technical, Financial, and Social Services for Meghalaya’s Municipalities, 2025, along with the Meghalaya Municipal (Technical, Financial and Social Service) Rules, 2025, as mandated by the Government of India.
The Cabinet approved the Meghalaya Building (3rd Amendment) Bye-Laws, 2025, also mandated by the Government of India.
The amendment seeks to: Enhance land management practices, Streamline the building permission process, Allow for increased construction space, improving land utilisation and overall property value
In another major reform for the health sector, the Cabinet approved the amendment of the Meghalaya Health Service (Academic) Rules, 2025.
