Tura, October 15 : In anticipation of the proposed Non-Cooperation Movement (NCM) announced by various NGOs across Garo Hills from October 16–17, 2025 (5:00 AM to 5:00 PM), the District Administration of West Garo Hills, Tura, has issued strong directives to maintain peace and ensure normalcy in the region.
Citing the 2015 judgment of the High Court of Meghalaya in W.P.(C) No. 127/2015, authorities reminded that any bandh, strike, or non-cooperation movement that obstructs citizens’ fundamental rights to movement, work, or business is unconstitutional and illegal.
District Magistrate Mary Lisa K. Marak, MCS, invoked Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, prohibiting any obstruction to vehicle movement, coercion, or disruption of offices, markets, and establishments during the Non-Cooperation Movement period. The order also restricts unlawful assemblies of five or more persons and the carrying of weapons, stones, or any lethal objects.
The Superintendent of Police, West Garo Hills, Abraham T. Sangma, IPS, confirmed that adequate police deployment will be ensured across the district to prevent disturbances and safeguard public order. Strict legal action will be taken against anyone attempting to enforce the Non-Cooperation Movement or disrupt peace.
Citizens are urged to cooperate with authorities, remain vigilant, and immediately report any attempts to obstruct movement or create unrest to the Police Control Room, Tura, at +91 88374 23053, +91 70055 30510, or +91 90891 99064.
The administration has appealed for public cooperation to maintain peace, harmony, and normalcy throughout the district during the proposed agitation.
