Meghalaya Launches Aadhaar MMP 2.0 and PMUY 3.0 to Boost Transparency and Empower Poor Households

Shillong, October 28 : In a major push toward digital governance and social empowerment, the Department of Food, Civil Supplies & Consumer Affairs, Government of Meghalaya, today launched two flagship national initiatives — Aadhaar Mission Mode Project (MMP) 2.0 and Pradhan Mantri Ujjwala Yojana (PMUY) 3.0 — at a high-level meeting held at the State Convention Centre, Shillong.

The event was graced by Methodious Dkhar, Minister for Food, Civil Supplies & Consumer Affairs, who formally launched the twin programmes in the presence of senior government officials, Deputy Commissioners, and representatives from the World Food Programme (WFP) and Indian Oil Corporation Limited (IOCL).

The twin launches mark a decisive step in strengthening beneficiary verification, clean energy access, and data transparency under key welfare programmes.

Under PMUY 3.0, free LPG connections will be provided to eligible Below Poverty Line (BPL) families, aiming to promote clean cooking and reduce health risks associated with traditional fuels. Simultaneously, Aadhaar MMP 2.0seeks to fast-track eKYC completion, ensure data integrity, and streamline Aadhaar seeding for all beneficiaries under the National Food Security Act (NFSA).

Addressing the gathering, Minister Dkhar underscored that completion of Aadhaar eKYC for all NFSA beneficiaries is a legal mandate, as directed by the Supreme Court in M.A. No. 9 of 2022 in Suo Motu Writ (Civil) No. 6 of 2020.

He cautioned that the Government of India has set strict timelines — April 30, 2025, for eKYC completion and June 30, 2025, for Aadhaar seeding — warning that non-compliance could lead to curtailment of foodgrain allocations and subsidy holds.

Currently, Meghalaya has 21.45 lakh NFSA beneficiaries and 4.21 lakh ration cards, with 8.20 lakh already completing eKYC. The state government has launched a mission-mode campaign using the SMART-PDS system to accelerate completion through automated and manual verification, supported by fortnightly district reviews.

Reiterating the government’s zero-tolerance stance on diversion, the Minister announced that only automated ePoS transactions would qualify for NFSA subsidies, while any unautomated sales will be treated as diversion. He further informed that automation levels now exceed 91%, supported by active Vigilance Committees under the Meghalaya Food Security Rules, 2018.

To improve transparency and delivery efficiency, the department is rolling out route optimisation to overcome Meghalaya’s challenging terrain and weather conditions. It is also implementing a Vehicle Location Tracking System (VLTS) on all Public Distribution System (PDS) delivery vehicles for real-time monitoring, punctuality, and pilferage prevention.

The Aadhaar MMP 2.0 also introduces performance-based incentives for Fair Price Shop (FPS) dealers, rewarding timely Aadhaar seeding, accurate ePoS transactions, and prompt grievance redressal.

Under PMUY 3.0, the state government will align LPG enrolment drives with eKYC camps and mobile IEC campaigns to reach the poorest households. District administrations will integrate PMUY data with Rightful Targeting datasets to ensure that the most deserving families benefit.

Recent inter-database analysis by the Government of India identified 49,876 potentially ineligible entries in the NFSA database for Meghalaya. All districts have been instructed to verify, correct, or delete such entries to protect the rights of genuine beneficiaries.

“eKYC is a legal mandate and must be achieved 100%. Every NFSA transaction must be through ePoS for accountability,” stated Minister Methodious Dkhar, reaffirming the state’s commitment to a transparent, efficient, and citizen-centric Public Distribution System.

He added, “Through Aadhaar Mission Mode 2.0, route optimisation, VLTS, and PMUY 3.0, Meghalaya is ensuring that every household gets its rightful entitlement with dignity and efficiency.”
