Shillong, June 17 : The Directorate of Educational Research and Training (DERT), Education Department, Meghalaya, today announced a remarkable improvement in the results of the Meghalaya Teacher Eligibility Test (MTET) 2025, attributing the success to a four-month, evidence-based reform initiative. The pass percentage for the Lower Primary (LP) level surged to 61.56% from 8.11% in 2023, while the Upper Primary (UP) level saw an increase to 63.23% from 9.27% in 2023. These figures represent the highest MTET performance recorded between 2019 and 2025.
A total of 13,940 candidates appeared for the Lower Primary MTET, with 8,581 passing. For the Upper Primary level, 12,136 candidates appeared, and 7,674 successfully passed the examination.
The significant improvement follows a comprehensive review of the assessment framework undertaken by DERT’s Examination Cell, guided by faculty experienced in student measurement and assessments. Key interventions included:
- Competency-Based Syllabus Redesign: The syllabus shifted from content-heavy testing to a competency-based approach aligned with NEP-2020, emphasizing classroom application over rote recall6. Bloom’s Taxonomy was integrated to ensure a balanced cognitive demand, covering recall, application, and analysis.
- Rigorous Stakeholder Capacity Building: Workshops and orientations were conducted for paper setters and moderators from December 2024 to April 2025 to ensure alignment of test items with syllabus outcomes. Standardized operating procedures (SOPs) were developed for item development, including bias reviews and difficulty calibration. Items were designed to test for a deep understanding of foundational knowledge in core papers and pedagogy.
- Transparent Assessment Blueprints: Detailed blueprints were introduced, outlining marks distribution, verb-context mapping, and inclusive language guidelines.
- Enhanced Validity and Reliability: This involved defining test outcomes, conducting item analysis and content validity reviews, and ensuring clear and unambiguous questions through guidelines and training. Contextually irrelevant content, identified after the MTET 2023 analysis, was eliminated.
The DERT Director expressed satisfaction with the results, highlighting the positive impact of the reforms on candidate performance.
