Education Department to Hold Fresh Talks with Deficit Teachers on CPF Scheme

Shillong, May 6: The Meghalaya Education Department will hold another round of discussions with deficit school and college teachers on May 19 or 20 regarding the Meghalaya Non-Government School and College Employees Centralised Provident Fund (CPF) Scheme, 2026, following objections raised during an earlier meeting.

Commissioner and Secretary in-charge Education, Vijay Kumar Mantri, said the next round of talks will involve only deficit teachers’ and lecturers’ associations, while officials from the State Bank of India (SBI) and members of the Board of Trustees (BoT) will be excluded.

Speaking after chairing a meeting on Wednesday, Mantri said the department has also decided to invite associations from different regions, including Jaintia Hills and Garo Hills, to ensure wider participation and consultation.

He said concerns raised by the Meghalaya College Teachers’ Association (MCTA) and Khasi Jaintia Deficit School Teachers’ Association (KJDSTA), which had walked out of Tuesday’s meeting, were taken into consideration.

According to Mantri, the associations had objected to the presence of SBI officials and Board of Trustees members, stating that discussions should be confined strictly between the government and deficit teachers and lecturers.

Wednesday’s meeting was attended by representatives of MCTA, KJDSTA, SBI officials, and members of the Board of Trustees. SBI has been entrusted with implementing the CPF Scheme for employees of aided schools and colleges.

During the meeting, the MCTA informed that it would refrain from making detailed comments on the CPF Scheme as the matter is currently sub judice before the High Court of Meghalaya.

The KJDSTA also expressed concern that representatives from other regions of the state, especially Garo Hills, were absent from the discussions and stressed that only deficit teachers and lecturers should be involved in the consultation process.

The All Meghalaya Primary School Teachers’ Association (AMPSTA) meanwhile requested the government to conduct awareness programmes on the operational aspects and provisions of the newly notified CPF Scheme. The department welcomed the proposal and agreed that awareness and sensitisation initiatives would benefit stakeholders.

The issue concerning retired teachers and lecturers was also discussed during the meeting. Several retirees requested permission for 100 percent withdrawal of the CPF amount accumulated in their accounts.

Mantri said the department has taken a positive decision in this regard and instructed SBI officials to furnish detailed statements of all concerned employees by the 10th of this month. The statements will be verified by the concerned Directorates before authorisation is issued to eligible retired teachers and lecturers to withdraw the full accumulated amount.

Retired school teachers wishing to opt out of the scheme have been asked to submit undertakings to their respective District School Education Officers (DSEOs), while college lecturers must submit undertakings to the Directorate of Higher and Technical Education (DHTE).

The Education Department further stated that implementation and operationalisation of the CPF Scheme will await the outcome of the matter currently pending before the High Court of Meghalaya.
