Meghalaya Assembly Hosts Workshop to Boost Constituency-Led Development

Shillong, May 1 : In a major push to strengthen grassroots development, the Meghalaya Legislative Assembly organised a high-intensity Constituency Development Workshop at the State Convention Centre on April 30, 2026.

The workshop, organised by the Meghalaya Institute of Governance (MIG) in collaboration with the Government Innovation Lab, Harvard Growth Lab, State Capability Enhancement Project (SCEP), and the Indian School of Business (ISB), aimed to equip legislators with practical tools to address local challenges through a structured and data-driven approach.

Chairing the session, Speaker Thomas A. Sangma said the initiative marked a shift from routine administrative briefings to a more analytical and outcome-focused framework. He stressed the importance of economic diagnostics, particularly in addressing youth employment and generating sustainable livelihoods.

Highlighting changing public expectations, the Speaker said the youth now seek tangible results and real opportunities, placing greater responsibility on MLAs to drive development within their constituencies.

A key focus of the workshop was the “Clarity of Purpose” initiative, which encouraged legislators to prioritise sectors where Meghalaya has competitive advantages, such as border trade, high-value agriculture, agro-processing, and tourism.

The technical framework was presented by Ricardo Villasmil of the Harvard Growth Lab, who outlined the structural challenges facing the state and proposed a data-driven roadmap for growth.

Adviser to the Assembly, Dr. Andrew Simons, explained that the Constituency Development Plan integrates both short-term and long-term strategies. Immediate priorities include infrastructure improvements, livelihood programmes, and better access to basic services, while long-term goals focus on sustainable development, improved education and healthcare, and stronger community participation.

The workshop saw active participation from ministers and MLAs, who engaged in discussions on key development challenges and shared ground-level insights. Participants explored ways to reposition themselves as drivers of economic transformation.

Additional Chief Secretary Sampath Kumar, in his address, emphasised the need for a multi-partisan approach and a shared vision for the state’s progress. He also announced that legislators will visit Cambridge University and the London School of Economics as part of further capacity-building efforts.

The programme concluded with a vote of thanks by Assembly Secretary Malthus S. Sangma.
