Shillong, August 25 : The Chief Electoral Officer (CEO), Meghalaya, on Tuesday reviewed the ongoing Notice Phase, hearings, Claims and Objections and grievance redressal under the Special Intensive Revision (SIR), 2026, with district election authorities across the State.
During the review, the CEO assessed the generation and delivery of notices, scheduling and conduct of hearings, No Mapping and mapping discrepancy cases, claims and objections received after publication of the Draft Electoral Roll and grievance redressal mechanisms.
As per the status presented during the meeting, 6,43,439 notices have been generated across Meghalaya. Of these, 4,78,217 notices have already been delivered to electors, while 1,65,222 remain pending.
The CEO directed District Election Officers and Electoral Registration Officers to prioritise delivery of the remaining notices and ensure electors are given sufficient time to attend hearings and submit the required documents.
Meanwhile, 62,343 hearings have been conducted across the State, representing 9.69 per cent of the cases identified for notice and hearing.
The CEO directed EROs and AEROs to consider every case individually and in accordance with prescribed procedures, while providing electors a fair opportunity to explain discrepancies and furnish supporting documents.
The Election Department reiterated that no name appearing in the Draft Electoral Roll will be deleted without due process, issuance of notice, inquiry and a reasonable opportunity for hearing.
The meeting also took note of the prevailing law and order situation in East Khasi Hills district. Hearings scheduled in 14 Assembly constituencies of the district have been cancelled until further orders.
However, the suspension does not apply to the 26-Shella, 27-Pynursla and 28-Sohra Assembly constituencies.
Electors whose hearings have been cancelled have been advised to await fresh dates from the concerned ERO or AERO and remain in contact with their BLOs and election officials for updates.
The CEO also reviewed 6,51,644 cases requiring notice and further verification. These comprise 2,22,786 electors under the No Mapping category and 4,28,858 electors identified with mapping discrepancies.
The discrepancies detected through ECINET include mismatches in electors’ names or parents’ names with SIR 2005 records, unusual age differences between electors and their parents or grandparents, less than nine months’ age gap between siblings linked to the same parent, and more than six children being linked to one parent.
The CEO directed election authorities to analyse cases where unusually high numbers of No Mapping entries have been reported and assess the quality of work carried out by BLOs during the Enumeration Phase.
Meanwhile, 5,848 applications have been received following publication of the Draft Electoral Roll. These include 2,840 Form 6 applications for inclusion, 255 Form 7 applications for objection or deletion, 503 Form 8 applications for shifting and 2,250 Form 8 applications for correction.
EROs and AEROs have been directed to ensure timely scrutiny and disposal of applications received during the Claims and Objections period.
The review also covered the “Book a Call with BLO” grievance facility. A total of 2,729 requests have been received across Meghalaya, of which 2,502 have been responded to. Seventy-eight requests remain pending, including 66 pending for more than 48 hours.
The CEO directed districts to closely monitor pending requests and ensure prompt assistance to electors.
Political parties and their Booth Level Agents were also requested to continue assisting electors in checking their names and particulars in the Draft Electoral Roll, responding to notices, attending hearings and filing claims and objections wherever required.
The period for filing Claims and Objections will continue until September 4, while the Notice Phase and disposal of Claims and Objections will continue until October 3. The Final Electoral Roll is scheduled for publication on October 7, 2026.
The CEO appealed to electors not to ignore notices issued by EROs or AEROs and to attend their hearings with the required documents.
The Election Department reiterated that the objective of the SIR is to ensure that no eligible citizen is left out and no ineligible person is included in the Electoral Roll.
